Proud of being Brazilian! “pintar EM muro” is totally Portugal´s portuguese, not Brazillian portuguese…
I don’t know. Here in Portugal I’m more used to “pintar NO muro”. I’ve always thought Brazillian Portuguese used “em” more.

Dude. This is in my town. There are many of these. The prefecture does that.
What does the wall even say?
The wall doesn’t say anything. The notice sprayed onto the wall says (roughly) “It is prohibited to paint on the wall”, which is followed by the relevant references to the article in law.
Can you not read the title?
Walls can’t talk.
Those spray paints are located in Curitiba, southern Brazil. It was a kind of Banksy’s grafitti, on intended irony. But, as I think, look pretty ugly and poor conceptually.
Uhmmmm… how does that look anything like Banksy’s work?
XD Here in my city (Curitiba) we saw every day a lot of this messages in various walls (most of them in important streets)
